Welcome to the FPSLREB’s e-filing Portal

At this time, the portal is available for the following types of matters:

  • PSEA: Staffing complaints
  • FPSLRA: Individual, group or policy grievances, unfair labour practice complaints and orders to exclude or revoke managerial or confidential positions
  • PESRA: Individual grievances
  • Canada Labour Code: Reprisal complaints


If you are a federal public sector employee:

You can:

  • Make a staffing complaint pursuant to the Public Service Employment Act (PSEA)
    • Appointments
    • Lay-offs
    • Revocation of appointments
    • Abuse of authority in the implementation of a corrective action

  • Refer an individual grievance pursuant to the Federal Public Sector Labour Relations Act (FPSLRA)
    • Interpretation or application of a collective agreement or arbitral award
      • Requires representation by your bargaining agent
    • Disciplinary action resulting in termination, demotion, suspension, or financial penalty
    • Demotion or termination for unsatisfactory performance or for any other non-disciplinary reasons
    • Deployment without an employee’s consent

  • File an unfair labour practice complaint or a duty of fair representation complaint pursuant to the FPSLRA
    • A complaint against your employer
    • A complaint against your union

  • File a reprisal complaint against your employer pursuant to the Canada Labour Code (CLC)

If you are a parliamentary employee:

You can:

  • Refer an individual grievance pursuant to the Parliamentary Employees Staff Relations Act (PESRA)
    • Interpretation or application of a collective agreement or arbitral award
      • Requires representation by your bargaining agent
    • Disciplinary action resulting in a suspension or financial penalty
    • Termination (excluding rejection on probation in an initial appointment)
    • Demotion
    • Denial of an appointment which related to the application of merit
    • Classification
    • Contravention by the employer of regulations adopted pursuant to the Accessible Canada Act

  • File a reprisal complaint against your employer pursuant to the Canada Labour Code (CLC).

If you are a bargaining agent representative:

You can:

  • Make a staffing complaint pursuant to the PSEA
  • Refer an individual grievance pursuant to the FPSLRA or the PESRA on behalf of a grievor
  • Refer a group grievance pursuant to the FPSLRA
  • Refer a policy grievance pursuant to the FPSLRA
  • File an unfair labour practice complaint pursuant to the FPSLRA
  • File a reprisal complaint against pursuant to the Canada Labour Code (CLC)
If you are an employer representative:

You can:

  • File an application for an Order to exclude positions that are managerial or confidential pursuant to the FPSLRA
  • File an application for an Order to revoke an Exclusion Order pursuant to the FPSLRA
  • Refer a policy grievance pursuant to the FPSLRA
  • File an unfair labour practice complaint pursuant to the FPSLRA
